I was a locksmith for 6 years. Yes, this works. A smaller but stronger comercial verson of this is sold by companies like Lockmasters. You would use these if you didn't want to harm the lock or didn't want anyone to know you were in it. Master Lock brand is cheap but it serves it's perpose and that is to be a mecanical "tamper seal" and not much more. If you realy want a faster way just break the lock. I use Vise Grips. First attach the vise grips to the dial where you turn the dial. This piece comes off very easly pushing the vise grips down. Underneath will be a small shaft made of a soft metal. It sticks out just far enouph for the vise grips to pinch it. Pinch as much of the shaft as you can. Be sure to not over tighten the vise grips or you will crush the metal shaft. Now pray the vise grips down pulling the shaft out and efectivly droping the internal wheels that keep the cheap junk closed. No long "Tool List" : Vise Grips.
